In order for a First Responder to perform procedures per Andrew County Ambulance District EMS Treatment Guidelines, they must first possess an ACAD-EMR card issued by the District. In order to obtain this card, the responder must be an EMR or higher training.
EMR Card may be issued when the following criteria are met:
Initial EMR Card:
- A member of the Bolckow FPD, Fillmore FPD, Rosendale FPD, or be an ACAD First Responder.
- 18 years of age
- Proof of First Responder Training (One Of)
- Taken a minimum of DOT First Responder in the last 5 years.
- Shows current Missouri License in EMT, Paramedic, LPN, or RN and has passed the ACAD First Responder Transition test with an 84% or greater.
- Application for EMR
- Copy of BLS Healthcare card.
- Approval from Ambulance District Administrator or Designee
Renewal
- A member of the Bolckow FPD, Fillmore FPD, Rosendale FPD, or be an ACAD First Responder.
- 18 years of age
- Currently not expired ACAD EMR Card
- Continuing Training Education Met which includes one of the following:
- Attend another full EMR Course.
- Attended Full Renewal Course Taught at Andrew County Ambulance District.
- 16 hours of Training:
- Take the 4 hour quarterly Training at ACAD
- Take other classes offered at ACAD
- Sit in on specific EMR Classes taught at ACAD
- Take other classes designed for EMR, EMT, or Paramedic
- Online CEUs for Training Units (1 CEU = 1 Training Unit)

- Other ceu’s (must be for EMR, EMT, or Paramedic)
- Current in same Transitional License as initial.
- Application for EMR
- Copy of BLS Healthcare card.
- Approval from Ambulance Administrator or Designee
Expiration
- New cards Expire 2 years from time issued
- If your card is expired, you may not use the protocols listed below.
- If expired less than 2 years, you may renew as above under “renewal”
- If expired longer than 2 years, you must re-take the initial training again or have permission from Ambulance Administrator
Scope of Practice
EMR who hold a current Andrew County Ambulance District First Responder card may utilize the following Andrew County Ambulance District EMS Treatment Guidelines to the level of EMR no matter if they hold a higher license:
- 100-02 General Patient (Treatments indicated with [FR] only)
- 200-02 Adult Cardiac Arrest
- 200-04 Pediatric Cardiac Arrest
- 200-26 Environmental Emergencies (Basic Life Support Only)
- 300-02 Burns (Basic Life Support Only)
- 300-06 Extremity Injuries (Basic Life Support Only)
- 300-08 General Trauma (Basic Life Support Only)

Authority for the First Responder Program is overseen by the Andrew County Ambulance District Ambulance Administrator and the Andrew County Ambulance District Medical Director.
