The term “First Responder” is a blanket term given to all members of the emergency response community. Emergency Medical Responder (EMR) is the National Registry level of initial responders to emergencies with training. This is not a licensed level in the state of Missouri. But it is a level that is allowed to be utilized by agencies with Medical Director approval.
The primary focus of the Emergency Medical Responder is to initiate immediate lifesaving care to critical patients who access the emergency medical system. This individual possesses the basic knowledge and skills necessary to provide lifesaving interventions while awaiting additional EMS response and to assist higher level personnel at the scene and during transport. Emergency Medical Responders function as part of a comprehensive EMS response, under medical oversight. Emergency Medical Responders perform basic interventions with minimal equipment.
The Emergency Medical Responder’s scope of practice includes simple skills focused on lifesaving interventions for critical patients. Typically, the Emergency Medical Responder renders on-scene emergency care while awaiting additional EMS response and may serve as part of the transporting crew, but not as the primary care giver.
Andrew County Ambulance District EMR Program
EMR Program Details
In order for a First Responder to perform procedures per Andrew County Ambulance District EMS Treatment Guidelines, they must first possess an ACAD-EMR card issued by the District. In order to obtain this card, the responder must be an EMR or higher training.
EMR Card may be issued when the following criteria are met:
EMR Card:
- A member of an Andrew County First Responder Department.
- 18 years of age
- Provide one of the following:
- Completed an Approved Emergency Medical Responder Initial Course within the last 2 years, or
- Completed an Approved Emergency Medical Responder Initial Course AND an ACAD EMR-Renewal Course, or
- Possess a current Missouri License in EMT, Advanced EMT or Paramedic.
- Current BLS Healthcare certification.
- Application for ACAD-EMR Card
- Approval from Ambulance District Administrator or Designee
Scope of Practice
EMR who hold a current Andrew County Ambulance District First Responder card may utilize the following Andrew County Ambulance District EMS Treatment Guidelines to the level of EMR no matter if they hold a higher license:
- 100-02 General Patient (Treatments indicated with [FR] only)
- 200-02 Adult Cardiac Arrest
- 200-04 Pediatric Cardiac Arrest
- 200-26 Environmental Emergencies (Basic Life Support Only)
- 300-02 Burns (Basic Life Support Only)
- 300-06 Extremity Injuries (Basic Life Support Only)
- 300-08 General Trauma (Basic Life Support Only)

Initial EMR Training
Initial training consist of an approximately 48 hour course generally conducted in January & February 2 to 3 evening classes a week. This is a very in depth course which focuses on many areas of emergency medical care. When a class is scheduled, we will have the information posted on this page as to the details.
EMR Renewal for ACAD-EMR
The EMR Renewal course is only for those who currently or have had an ACAD-EMR Card. This training does not meet criteria for renewal with National Registry. It is only for Andrew County.
The renewal course consists of a 12 hour class held generally on a Friday/Saturday or on three evenings during the week (All must be attended). During the 12 hour class participants will refresh on areas previously taught in the initial EMR class and receive updates. There will also be hands on practice during this class. Once you have attended the course and have a current BLS CPR card, you will receive an updated ACAD-EMR Card.
Fast Response Kit
We offer a small “kit” of supplies for the EMR who hold an ACAD-EMR card. This is a small kit with some emergency supplies in it. The kit is given in a plastic zip lock bag that is gallon sized. You would a medical bag to put the contents in that must be purchased on your own and there are several reasonably priced kits on Amazon, or a small backpack or duffle bag works well also.
